Why would a seller want to set up a store? Managing your listings in a store provides users the ability to buy and pay for multiple items using the cart and checkout feature very common with many other websites. You can provide users with additional information about you and your items. 

One common question from users is the meaning of the store status of - inactive (optional) on their account main/summary page. This simply means that you do not have a store setup for your account.
